They sufficed, indeed, for his square, solid, easy-going, matter-of-fact interpreter, Donald Mowat; and for his chief fisherman, guide, and bowman, Bartong, as well as for his other men, but they failed to satisfy himself, and he longed with a great longing for some congenial soul with whom he might hold sweet converse on something a little higher than "buttons."
In municipal matters the county and township council often have concurrent jurisdiction. In the famous contests for provincial rights which he was afterwards to wage before the courts, and always successfully, Mowat was not necessarily forgetful that he himself moved for the power of disallowance over provincial laws to be given to the federal authority.
Early in 1851 the Anti-Slavery Society of Canada was organized. The president was the Rev. Dr. Willis, afterwards principal of Knox Presbyterian College, and the names of Peter Brown, George Brown, and Oliver Mowat are found on the committee.

Whether Mowat told them all that as faithfully as might be desired we cannot tell, but he addressed himself to the task with a genial fluency that at all events had the desired effect, for after Nazinred had translated it to the Eskimos, it was found that they, as well as the Indians, were quite disposed to fall in with the eccentric trader's views.
Neither statesman took any step towards carrying them out, but benevolently left them as a legacy, unencumbered by conditions, to a distant posterity. At the conference Mowat was active to strengthen the central authority, as also was Brown.
Upon the question of assigning the same subjects, such as agriculture, to both federal and provincial legislatures, Mowat said: The items of agriculture and immigration should be vested in both federal and local governments. Danger often arises where there is exclusive jurisdiction and not so often in cases of concurrent jurisdiction.
On this being translated, Nazinred seemed content, and began to examine his hurt, which by good fortune was a slight one. Laurier began his work by calling to his Cabinet not merely the party leaders in the federal arena but four of the outstanding provincial Liberals Oliver Mowat, Premier of Ontario, William S. Fielding, Premier of Nova Scotia, Andrew G. Blair, Premier of New Brunswick, and, a few months later, Clifford Sifton of Manitoba.
When federation was next proposed, it had become a political necessity. In 1860, Mr. Brown contemplated retiring from the leadership of the party. In a letter to Mr. Mowat, he said that the enemies of reform were playing the game of exciting personal hostility against himself, and reviving feelings inspired by the fierce contests of the past.
