Outside of this view, the American system of government has no beauty and no foundation in truth and justice. If we undertake to argue with a monarchist, we never bring forward any other. It has in it the essential element of poetry, because it does justice to the nature and character of man, and describes a perfect political society.

It certainly was a very bold and almost desperate measure, and the reader, whether Monarchist or Republican, can hardly help wishing the young adventurer success. The romantic enterprise was, however, destined to fail. The people of England were not yet prepared to return to royalty.

He is Republican, having lived long in America, and honestly believes that Russia must be directed in her orientation towards Republican countries rather than to the evidently permanently and exclusively Monarchist country, England. There I think I know more of his Russian fellow-countrymen and better understand their character and sentiments than he!

She would gird them with her own monarchist principles, bodied forth in fortifications and military posts. It should not be. Douglas had said: "I would blot out the lines of the map which now mark our national boundaries on this continent and make the area of liberty as broad as the continent itself.

He did exactly what Jefferson would not have done, sent the charges all duly formulated to Hamilton, and asked him his opinion about them. As the accusations thus made against the policies of the government and the Secretary of the Treasury were all mere wind of the "monarchist" and "corrupt squadron" order, Hamilton disposed of them with very little difficulty.

Nevertheless De Tocqueville, a monarchist, sees this advantage in a republic, that when all this is done by the people for themselves, although the work done may be less perfect, yet the people themselves are more enlightened, better satisfied, and, in the end, their good is better served. But, says De Tocqueville,

The Goodnow Memorandum, immediately it was published, was put to precisely those base uses which any one with an elementary knowledge of China might have foreseen: it was simply exploited in an unscrupulous way, its recommendations being carried out in such a manner as to increase one's contempt for the men who were pushing the monarchist plot with any means that they could seize hold of, and who were not averse from making responsible foreigners their tools.

The revolutionary motto, "La carrière ouverte aux talents," was never more conspicuously illustrated than in the facile condoning of his offences and in this rapid promotion. It was indeed a time fraught with vast possibilities for all republican or Jacobinical officers. Their monarchist colleagues were streaming over the frontiers to join the Austrian and Prussian invaders.

Meanwhile, although the troops remained loyal to the new regime, not so the monarchist politicians. Seeing that their hour of obliteration had come, they spared no effort to sow secret dissensions and prevent the provinces from uniting again with Peking.

The bombardment from Freneau's Gazette opened at once. It began with a general assault upon the Administration, denouncing every prominent member in turn as a monarchist or an aristocrat, and every measure as subversive of the liberties of the country.
