About this period the democratic party were highly incensed against the president for continuing Gouverneur Morris as a minister to the French Republic. The Executive Provisory Council had requested his recall. He was considered a monarchist, and hostile to the revolution. Many of the opposition senators had spoken with great freedom of the policy of General Washington in this particular.

Since 1870 we find contending there, with varying fortunes and strength, two opposite currents of sentiment and policy. One was that of revanche against Germany, inspired by the old traditions of glory and hegemony, associated with hopes of a monarchist or imperialistic revolution, and directed, in the first place, to a recovery of Alsace-Lorraine.

Once Yuan Shih-kai had been buried, a Mandate ordering the summary arrest of all the chief monarchist plotters was issued; but the gang of corrupt men had already sought safety in ignominious flight; and it was understood that so long as they remained on soil under foreign jurisdiction, no attempt would be made even to confiscate their goods and chattels as would certainly have been done under former governments.

They seemed to take a pleasure in playing awhile with royalty before exterminating it. The Abbe Sieyes was a warm monarchist. He wrote in the "Moniteur," that he could prove, "on every hypothesis," that men were more free in a monarchy than in a republic.

He believed that man had a right to govern himself, and that he was capable of self-government; but government, the subordination of impulse to law, he insisted upon as rigorously as the veriest monarchist or aristocrat in Christendom. He would have no authority that was not legitimate; but he would tolerate no resistance to legitimate authority.

Cavour, however, was a monarchist, and the others who recognised his superior ability in such matters of practical statecraft, accepted his decision and sacrificed their own ambitions for the greater good of their beloved Fatherland. Cavour felt towards the House of Sardinia as Bismarck did towards the Hohenzollern family.

Meanwhile, although the troops remained loyal to the new régime, not so the monarchist politicians. Seeing that their hour of obliteration had come, they spared no effort to sow secret dissensions and prevent the provinces from uniting again with Peking.

In the free states of this Union, we have formally abandoned this theory for one half of the human race, while for the other half it still flourishes in full force. The moment the claims of woman are broached, the democrat becomes a monarchist.

"I am a Republican," he says, "upon principle, and wherever I go I must exert all the influence in my power to promote free principles, and to expose the usurpations and the tyranny of kings." To this the monarchist might very properly reply, "In your efforts to promote your principles, you are limited, or you ought to be limited, to modes that are proper and honorable.

He had travelled widely and knew men and manners, and into the exhortations and expoundings of his daily life, the unfoldings of the complicated religious experience demanded of every Puritan, must have crept many a reminiscence of old days, dear to the heart of Anne Bradstreet, who, no matter what theory she deemed it best to follow, was at heart, to the end of her life a monarchist.
