Actually it supported the Administration in its policy upholding the right of Americans to travel on belligerent ships, and the handful of Senators who voted for the amended resolution were hostile to the President's stand. Meantime parliamentary tactics by the President's opponents in the House of Representatives successfully delayed the submission of the McLemore resolution to a vote.
Shortly after the conference, Senator Stone, chairman of the Committee on Foreign Relations of the Senate, asked for an appointment with the President, to confer with him on the next morning, February 25th, regarding the McLemore resolution.
From 1891 to 1894 he was engaged in the correction of the indexes of the records of the Secretary of State's office, and in 1894 was appointed postmaster of Columbia by President Cleveland. By his marriage, in 1848, to Victoria C., daughter of Dr. John McLemore, of Florida, Colonel Wallace has five children living, Andrew, William, Bruce, Edward Barton, and Margaret.
The House resolution, which was proposed by Representative McLemore of Texas, was thereupon revived for immediate consideration. The President's demand for a vote upon it came on the eve of the date set by the Teutonic Powers for inaugurating their submarine war on armed merchantmen, March 1, 1916. The ensuing events belong to the next volume of this history.
The combination seemed like a new cave of Adullam. Resolutions were introduced in the Senate by Thomas P. Gore and in the House by Jeff McLemore, based upon suggestions made by Bryan nine months before, that American citizens should be warned not to travel on armed merchant vessels.
In February, 1916, Representative McLemore introduced a resolution requesting the President to warn American citizens to refrain from traveling on armed belligerent vessels, whether merchantmen or otherwise and to state that if they persisted they would do so at their own peril. The House, according to the Speaker, was prepared to pass the resolution.
The Foreign Relations Committee had decided, by 17 to 2, to report it, with the recommendation that it be "tabled." The resolution had even been abandoned by its author, Representative Jeff McLemore of Texas, who was of opinion that it had really served its purpose without being adopted.
In the meantime General Gaines was re-enforced by Georgia troops, under command of Captains Edward B. Robinson and Bones, the Florida mounted militia, under command of Captain McLemore, and some regulars, under Captains Charles Myron Thruston and Graham, the whole under the command of General Clinch. They also brought beef cattle and other much-needed supplies.
Explain how embarrassing such a resolution as the McLemore one will be to negotiations now being threshed out between the executive branches of the Government charged with the conduct of foreign relations, and foreign governments.
Quickly the effect of the President's letter was seen, and the McLemore resolution was overwhelmingly defeated. Early in August, 1916, the President took up his residence at Shadow Lawn, New Jersey, and began the preparation of his speech of acceptance. August 22, 1916.
