But the chief resource of the Scottish malecontents was in themselves, and in their own vigor and abilities. No regular established commonwealth could take juster measures, or execute them with greater promptitude, than did this tumultuous combination, inflamed with bigotry for religious trifles, and faction without a reasonable object.
The provincial assembly, who, during the absence of the governor had been under prorogation, now met, to concert ways and means for discharging this public debt. Great dissensions and confusion prevailed among them; but the governor, having a number of men under arms to whom the country stood indebted, despised all opposition, and silenced the malecontents by threats and compulsion.
The earl of Traquaire had intercepted a letter written to the king of France by the Scottish malecontents, and had conveyed this letter to the king. Charles, partly repenting of the large concessions made to the Scots, partly disgusted at their fresh insolence and pretensions, seized this opportunity of breaking with them. * Clarendon, vol. i. p. 129. Rush. vol. iii. p 956. May, p. 56.
The news increased his anxiety about Liege, and determined him to send thither a force sufficient to overawe malecontents within the city, and to repel any attack from without. This was exactly what Luxemburg had expected and desired. His feint had served its purpose. He turned his back on the fortress which had hitherto seemed to be his object, and hastened towards the Gette.
It must be owned, however, to his praise, that he was the chief person who, by his counsel, occasioned the expeditious march of the forces and the prompt orders given to Monmouth; and thereby disappointed all the expectations of the English malecontents, who, reflecting on the disposition of men's minds in both kingdoms, had entertained great hopes from the progress of the Scottish insurrection.
But the will of Chosroes was no longer revered, and Siroes, who gloried in the rank and merit of his mother Sira, had conspired with the malecontents to assert and anticipate the rights of primogeniture. It was determined by the conspirators, that Siroes, with the ensigns of royalty, should appear in the camp; and if the enterprise should fail, his escape was contrived to the Imperial court.
For, though both Scotland and Ireland supported separate military establishments, those establishments were not more than sufficient to keep down the Puritan malecontents of the former kingdom and the Popish malecontents of the latter. The government had, however, an important military resource which must not be left unnoticed.
There was nothing intrinsically improbable in Whitney's story. Indeed a design very similar to that which he imputed to the malecontents was, only three years later, actually formed by some of them, and was all but carried into execution.
Three of the most dangerous malecontents had been separately removed under the pretence of trust and command, to the frontiers of Italy: they were assassinated by her private emissaries; and the blood of these noble Goths rendered the queen-mother absolute in the court of Ravenna, and justly odious to a free people.
Some time was spent by both Houses in discussing the Manchester trials. If the malecontents had been wise, they would have been satisfied with the advantage which they had already gained. Their friends had been set free. The prosecutors had with difficulty escaped from the hands of an enraged multitude. The character of the government had been seriously damaged.
