I. Degrees are given and examiners appointed by the Ancient House of Congregation. This corresponds to the 'Congregation of Regents' of the Laudian Statutes. Its members are the University officials, the professors, the heads and deans of colleges, all examiners, and the 'necessary regents', i.e.

The Puritans identified the Lord's day with the Jewish Sabbath, and transferred to the one the strict observances which were required for the other. The Laudian clergy, on the other hand, regarded it simply as one among the holidays of the Church, and encouraged their flocks in the pastimes and recreations after service which had been common before the Reformation.
The fact that the original exciting cause of all the subsequent discord between Puritan and Prelatist came from a prominent member of the Laudian or Romanising faction. The rising temper of the people, and its justification, is shown even in these literary disputes.
Milton would not do as Peter Heylin did, who, when asked as to his religion, replied that he was a Catholic, which, in a Laudian, was but a natural equivoque. Milton was resolute in his religion at Rome, so much so that many were deterred from showing him the civilities they were prepared to offer.
And to describe completely the requirements of the mediaeval or the Laudian University would be to enter into details which, however interesting, would yet belong to antiquarian history, and which have no relation to our modern arrangements. But there are certain broad principles which are common to the present system and to its predecessors, and which well deserve attention.
The ceremony of admitting B.A.s is much simpler. This form also is old, but has been cut down from its former fullness; e.g. in the Laudian Statutes the candidate was admitted, among other things, to 'read a certain book of the Logic of Aristotle'. The B.A.s, when admitted, are allowed to disperse as they please, and the ceremony is over.
Burton suffered the same punishment as Prynne; and Bastwick, a physician, incurred a like sentence on account of his Letany, and another work entitled Apologeticus ad Praesules Anglicanos, which were written while the author was a prisoner in the Gatehouse of Westminster, and contained a severe attack upon the Laudian party, the High Commission, and the Church of England.

Until the Toleration Act, the theory was worthless to the English Church because its temper, under the ægis of Laudian views, had been in substance theocratic. But after 1692 it aptly expressed the compromise the dominant party of the Church had then in mind.
