In 1899, at the suggestion of Czar Nicholas II of Russia, twenty-six leading powers conferred at The Hague, in order to discover means of limiting armaments and ensuring lasting peace. A second conference was held in 1907 at the suggestion, in part, of President Roosevelt. At this gathering forty-four states were represented, including most of the Latin-American republics.
As Whitney talked rapidly about the country, we lighted the cigarettes. They seemed to be of a special brand. I puffed mine for a moment. The failure to cultivate this field has not been due wholly to neglect, however, but to the fact that we have had employment for all our capital at home and consequently have not been in a position to aid in the industrial development of the Latin-American states, and to the further fact that our exports have been so largely the same and hence the trade of both North and South America has been mainly with Europe.
The idea seemed novel to me to look on America as a lawless, uncultured country, until I reflected on the usual Latin-American opinion of us as barbarians. They would renounce the right of going to war in return for a guarantee of their independence in other respects, and for the consequent chance of an indefinite period of orderly economic and social development. Whether they can ever be brought to such a renunciation will depend, of course, on the conception of their national interest which the more important Latin-American states will reach.
In some Latin-American countries the expense of government-owned legations will be less than elsewhere, and it is certainly very urgent that in such countries as some of the Republics of Central America and the Caribbean, where it is peculiarly difficult to rent suitable quarters, the representatives of the United States should be justly and adequately provided with dignified and suitable official residences.
