This conference arranged for all Latin-American States to become parties to the Hague Convention of 1899 for the pacific settlement of international disputes, and drafted a treaty for the compulsory arbitration of pecuniary claims, the first article of which was as follows: The High Contracting Parties agree to submit to arbitration all claims for pecuniary loss or damage which may be presented by their respective citizens, and which cannot be amicably adjusted through diplomatic channels and when said claims are of sufficient importance to warrant the expenses of arbitration.

Were I to show my appreciation of the many kindnesses which we received from governments, sovereigns and officials by refraining from unfavorable comment on their actions and their policies, this book would possess about as much intrinsic value as those sumptuous volumes which are written to the order of certain Latin-American republics, in which the authors studiously avoid touching on such embarrassing subjects as revolutions, assassinations, earthquakes, finances, or fevers for fear of scaring away foreign investors or depreciating the government securities.

It is since that year that literature has really flourished. So fecund have Dominican writers been, and so excellent their productions, that Santo Domingo occupies a proud place in the beautiful field of Latin-American literature, where only a few years ago it was practically unknown.

James G. Blaine, secretary of state in President Harrison's Cabinet, was strongly in favour of reciprocity, particularly with Latin-American countries.

From his knowledge of Latin-American girls gathered in Peru, he believed those of good family invariably were convent-bred and extremely decorous in the presence of young men. He was so dazed at the girl's action that her next move, which was a lightning-quick attempt to grasp his revolver and wrest it from him, almost succeeded.

Wherever a government fails in this respect, it will be necessary for the State Department in coöperation with the Navy, to see that a government is established that will "make good." Under the Monroe Doctrine, as it has long been interpreted, no Latin-American Government will be permitted to enter into entangling alliances with Europe or Asia.

The dignity, the courage, the self-possession, the self-respect of the Latin-American States, their achievements in the face of all these adverse circumstances, deserve nothing but the admiration and applause of the world. They have had harder bargains driven with them in the matter of loans than any other peoples in the world.

The statesmen of this country can work without coöperation as long as they are merely seeking to arouse public sentiment in favor of such a plan, or as long as they are clearing away preliminary obstacles; but no decisive step can be taken without assurance of support on the part of a certain proportion of the Latin-American states, and the best way gradually to obtain such support has already been indicated by Mr.

The test of such a policy is the degree of unselfishness with which it is carried out. The loyalty of the Latin-American states to the principles of Pan Americanism was put to a severe test when the United States entered the Great War.

Prior to the Roosevelt administration the Monroe Doctrine was regarded by the Latin-American states as solely a protective policy. The United States did not undertake to control the financial administration or the foreign policy of any of these republics.
