Let us conceive, in the first place, that there are five separate kingships in Samoa, though not always five different kings; and that though one man, by holding the five royal names, might become king in all parts of Samoa, there is perhaps no such matter as a kingship of all Samoa.
Perceiving that, in the remotest ages, crowns and kingships were worn by heroes, brigands, and knight-errants, they confound the two things, royalty and despotism. But royalty dates from the creation of man; it existed in the age of negative communism.
The empire was very different from the other empires and kingships of Europe, since it was created by the vote of the people. The other monarchs held their thrones by reason of their descent from the chiefs of the plundering tribes which invaded Europe during the Dark Ages.
Except the diligent wheelbarrows on the ramparts, no vehicle is rolling in Vienna but furniture-wagons loading for flight. In February last we saw him engaged in Russian, Anti-Prussian Partition schemes. Is to have Four Circles of Bohemia, imaginary Kingships of Moravia, and other prizes.
And I too became impatient. If he is to be king, why not now? The legions are ready. So as he was once teaching by the seaside we would have crowned him whether or not; but he disappeared, and was next seen on a ship departing from the shore. Good Simonides, the desires that make other men mad riches, power, even kingships offered out of great love by a great people move this one not at all.
"Now you see, my dear, any opposition to the Archbishop of Mayence means a conflict, and supposing in that conflict our friends were to win, the victory would be scarcely less disastrous than defeat. I at once made up my mind, fortified by my knowledge of your opinion on the subject, that for all the kingships in the world I could not be the cause of civil dissension."
Royalty was at first elective, because at a time when man produced but little and possessed nothing property was too weak to establish the principle of heredity, and secure to the son the throne of his father; but as soon as fields were cleared, and cities built, each function was, like every thing else, appropriated, and hereditary kingships and priesthoods were the result.
All other kingships, so far as they are true, are only the practical issue and expression of theirs; if less than this, they are either dramatic royalties, costly shows, set off, indeed, with real jewels, instead of tinsel but still only the toys of nations; or else they are no royalties at all, but tyrannies, or the mere active and practical issue of national folly; for which reason I have said of them elsewhere, "Visible governments are the toys of some nations, the diseases of others, the harness of some, the burdens of more."
On the other hand, Islam, like any great Faith, and insight into the essence of man, is a perfect equalizer of men: the soul of one believer outweighs all earthly kingships; all men, according to Islam too, are equal. Mohammed insists not on the propriety of giving alms, but on the necessity of it: he marks-down by law how much you are to give, and it is at your peril if you neglect.
