The administration lives on the enterprise of the people. We have presented the Government with a complete plan for the reorganization of the Serbian railroads. We have brought the treasury of the Vladikavsky Railway with us, so we have a little capital, and given the authority we could make a gigantic improvement in Jugo-Slavia.

The liberated peoples of the Baltic states, Poland, Czecho-Slovakia, Jugo-Slavia, and the Near East, were in a dreadful state of starvation and economic wreckage. A great, responsibility and pressing duty devolved on America, Great Britain, France, and Italy to act promptly for the relief of these peoples who had become temporarily, by the hazards of war, their wards.

Certainly the warmest national friendship in the Near East to-day is that between Czecho-Slovakia and Jugo-Slavia, and it has been called into being by the common danger of the Magyar. Budapest is a handsome city with grand bridges spanning the bending Danube. The fashionable part climbs upwards on crags to the higher light, and the Danube flashes upward.

There is no guarantee that Europe will put financial assistance to proper use, or that she will not squander it and be in just as bad case two or three years hence as she is in now; M. Klotz will use the money to put off the day of taxation a little longer, Italy and Jugo-Slavia will fight one another on the proceeds, Poland will devote it to fulfilling towards all her neighbors the military rôle which France has designed for her, the governing classes of Roumania will divide up the booty amongst themselves.

Bulgaria has had rather less loss, and although large tracts of Bulgarian territory have been given without any justifiable motive to Greece and Jugo-Slavia, and although all outlet on the Aegean has been taken from her by assigning to Greece lands which she cannot maintain, on the whole Bulgaria, after the Treaty of Neuilly, has less sharp sufferings than the other conquered countries.

Serbia has done more for Russia than any other nation. "We've received not a mark of the indemnity," says M. Ribor, the chairman of the Constituent Assembly. "And we do not receive financial aid. On the other hand, is not France financing Hungary the eternal potential enemy of Jugo-Slavia?" There is no certainty about the attitude of France and England.

For a single but sufficient illustration let us take the situation in the split apart fragments of the former great Austro-Hungarian Empire, which now constitute all or parts of German Austria, Hungary, Czecho-Slovakia, Jugo-Slavia and Roumania. In Vienna were many of the land-owners, most of the heads of the great industries, and the directors of the transportation system.

Her strength is very great and mysterious but is still potential. Some day In the future perhaps five years hence, or ten, if Jugo-Slavia still holds together, we shall have a great State here with Belgrade as a worthy capital. Austria will have moved south. There are at least prospects of enormous commercial prosperity, and on that basis the Arts will surely flourish.
