The more powerful those appendages of our authority the larger is the opening for the kinsmen and retainers of those in high places, who may be seeking profitable and agreeable employment, and the more liberal the contributions of contractors and jobbers to the sinews of partisan warfare.

I have a vivid recollection of the stout-built man upon his pony, buying his cattle by the thousand; his calm and composed demeanour was a striking contrast to the noise made by some jobbers at our fairs in even the buying of an old cow. Although plain in manner, he was a thorough gentleman, devoid of slang and equivocation.

What chance has the individual who is aggrieved against the great carrying companies? To come lower down, let us take the farmer in the fairs. What way has he of influencing the jobbers and dealers to act honestly by him they who have formed rings to keep down the prices of cattle? Are they malleable to public opinion? The farmers who have waited all day through a fair know they are not.

Are the church lands to be sold to Jews and jobbers; or given to bribe new-invented municipal republics into a participation in sacrilege? Are all the taxes to be voted grievances, and the revenue reduced to a patriotic contribution, or patriotic presents? Are silver shoe-buckles to be substituted in the place of the land-tax and the malt-tax, for the support of the naval strength of this kingdom?

But there are other things to be said of buying. The dry-goods jobber frequents the auction-room. If you have never seen a large sale of dry-goods at auction, you have missed one of the remarkable incidents of our day. You are not yet aware of how much an auctioneer and two or three hundred jobbers can do and endure in the short space of three hours.

I warn you because I have a friendly feeling both for you and for your son. The man is a rogue and you had best avoid him." "But these are only words, ma'am. Do you tell me that you know him better than the brokers and jobbers in the City?" "Man," cried Mrs. Westmacott, "will you allow that I know him when I tell you that my maiden name was Ada Pearson, and that Jeremiah is my only brother?"

One must beat the other in something; and, when one man beats another, democracy ceases and aristocracy begins." "Aristocracy! I don't see that. What do you mean by aristocracy?" "The ascendency of the better man. In a rude State the better man is the stronger; in a corrupt State, perhaps the more roguish; in modern republics the jobbers get the money and the lawyers get the power.

Yet this very fact of differentiation provided hundreds of others farmers, shopkeepers, jobbers, machinists, mechanics, blacksmiths, small restaurant-keepers, pool and billiard room owners with ample sources of livelihood. This internal change in the community of Flamsted corresponded to the external. During those six years the very face of nature underwent transformation.

While, at that time, manufacturers, jobbers and shopkeepers throughout the country were rising in angry protest against the accumulation of plundering power in the hands of such men as Vanderbilt, Gould and Huntington, they were themselves exploiting and bribing on a widespread scale.

I reached the town an hour too soon, so I spent some time watching the wild-looking fishermen and fish-women who stand about the quays. Then I wandered up and saw the evening train coming in with the usual number of gaily-dressed young women and half-drunken jobbers and merchants; and at last, about eight o'clock, I went to the circus field, just above the town, in a heavy splash of rain.
