The death-blow to Jeffersonian democracy was delivered by the Democratic Senators and Representatives from the South and West who carried through the prohibition amendment. The coup de grâce was administered by a President of the United States elected as a Democrat when he approved the Federal suffrage amendment to the Constitution.

On these important questions, then, President Jackson acted like an extreme Jeffersonian Democrat. But the South Carolinians soon found that if he was ready to keep the general government from interfering with any right that could reasonably be claimed for a State, he was equally ready to stand up for the Union when he thought a State was going too far.

It was first laid down by Thomas Jefferson when he was Secretary of State as an offset to the European doctrine of divine right, and it was the natural outgrowth of that other Jeffersonian doctrine that all governments derive their just powers from the consent of the governed. Huerta could lay no claim to authority derived from a majority or anything like a majority of the Mexican people.

It would have been useless for me to have tried to explain the great American doctrine of "Jeffersonian simplicity." He would have shrugged his narrow shoulders, which would have meant, "When you are among Romans, you should do as Romans do."

But the real encouragement is that the logical ground is more and more conceded; and the point now usually made is not that the Jeffersonian maxim excludes women, but that "the consent of the governed" is substantially given by the general consent of women.

But above all he was loyal to the Jeffersonian dogma of popular sovereignty, which he accepted quite simply and unquestioningly, as soldiers are often found to accept a religion. And, accepting it, he acted upon it with the same simplicity. Sophistications of it moved him to contempt and anger. Sovereignty was in the people.

On the general question of the powers of the government he stood for a stricter construction of the Constitution and greater respect for the rights of the States than Adams believed in. So, notwithstanding Jackson's tariff views, the mass of the people held him a better representative of Jeffersonian Democracy than his rival. But a party is an organization, and not merely a list of principles.

None the less, however, is it true that in so far as any antagonism has developed in American life between liberty and equality, the Jeffersonian Democrats have been found on the side of equality.

He saw clearly that the logic and the purpose of the national type of political organization was entirely different from that of a so-called free democracy, as explained in the philosophy of the German liberals of 1848, the Manchester school in England, or our own Jeffersonian Democrats; and he successfully transformed his theory of responsible administrative activity into a comprehensive national policy.
