Through the many months when the schools are closed, the young people are thrown upon their own resources. They are without stimulating and helpful outside interests, and deterioration is the inevitable result. It is interesting to note that in September, 1914, the Kentucky state legislature appointed a Commission on Illiteracy.
On the way up from the elemental stages of society we have eliminated slavery and serfdom and are now far on the way to the elimination of poverty. Through the eradication of illiteracy and the diffusion of education mankind has reached a stage where we may fairly say that in the United States equality of opportunity has been attained, though all are not prepared to embrace it.
This has been progressively reduced until in 1910 the proportion of the illiterate negro population ten years old or over was 30.4 per cent, and the number of college and university graduates was considerable though the proportion was small. The per cent of illiterate negro voters ranged all the way in former slave-holding states from 61.3 per cent in Louisiana to 31.9 per cent in Missouri, while in Massachusetts the percentage of negro illiteracy was only 10 per cent. The number of white children enrolled was 4,692,000, or 70.34 per cent of the white population of school age.
This illiteracy is one cause of their poverty, but not the only cause: a part of it is moral, involving a lack of steadfast purpose, and a part is physical.
With all his faults, Mr. Balfour does represent the literary and cultured side of political life; while Mr. Chamberlain is illiteracy embodied.
