If a child is left in its natural state and deprived of education, there is no doubt that it will grow up in ignorance and illiteracy, its mental faculties dulled and dimmed; in fact, it will become like an animal. This is evident among the savages of central Africa, who are scarcely higher than the beast in mental development.

It is said that the name was an accident of illiteracy, and that it is the only place in the world that owes its title to bad spelling.

"That illiteracy is not a problem of any one section alone is shown by the fact that in 1910 Massachusetts had 7,469 more illiterate men of voting age than Arkansas; Michigan, 2,663 more than West Virginia; Maryland, 2,352 more than Florida; Ohio, more than twice as many as New Mexico and Arizona combined; Pennsylvania, 5,689 more than Tennessee and Kentucky combined.

The statistics of illiteracy, the deplorable economic and social conditions of the rural population and most of the population of North Carolina was rural furnished the answer. Thus the North Carolina aristocracy had failed in education and the failure of the Church had been as complete and deplorable.

The educational progress among the negroes has been more satisfactory than their industrial progress. At the time of the emancipation 95 per cent of all the negroes in the United States were illiterate, since nearly all the slave states had laws forbidding the education of negroes. Since the emancipation there has been a rapid decrease of illiteracy.

I have heard the existence of an Irish literature denied by a roomful of prosperous educated gentlemen; and, within a week, I have heard, in the same county, the classics of that literature recited by an Irish peasant who could neither write nor read. On which part should the stigma of illiteracy set the uglier brand?

With the disappearance of illiteracy and of the ignorance of the language of the country will also disappear many of the trouble-breeding problems which have held back immigrants in gaining their fair share of real prosperity, the intelligence and self-respect which are vital ingredients in any good citizenship.

If the motor power of the school boat is dissipated in sectarian religious education, not to say focussed on it, the arrival of the cargo must be seriously handicapped. The statistical returns may show a majority of our fishermen as "able to read and write"; but as a matter of fact the illiteracy and ignorance of North Newfoundland and Labrador is the greatest handicap in the lives of the people.

The bulk of our immigration is now made up of these people from Southern and Eastern Europe, among whom the illiteracy is high. It is interesting to contrast the condition of these people with the immigrants from Northern and Western Europe, whence our immigration was mainly received a few years ago. The percentage of illiteracy among the immigrants from Western Europe is very low.
