The Emperor, besides guaranteeing to the shareholders a minimum profit of four per cent., proposed to give them, gratuitously, all the lands of the state through which the lines should pass, and to place at their disposal, also gratuitously, the timber and raw materials necessary for the way and works which might be found upon the ground.

I do not mean that a larger anticipatory loan of a different character issued, for example, in Allied countries with the guarantees of the Allied Government, the proceeds in each such country being handed over to the guaranteeing Government, so that no new money would pass might not be possible. But a loan of this kind is not at present in question.

The Food Control Law as passed by Congress in August, 1917, contained a provision, guaranteeing a price of two dollars a bushel for the 1918 wheat crop. It was put in to stimulate production to insure the needed supply for the war period. And it was intended to benefit the farmer.

Is that a judicious law, which, while decreeing the Indian's disability for making a contract with a white man, yet visits upon him no penalty when he evades and contemns such law; which, guaranteeing to him immunity for violating or dishonouring his engagement, prompts him to cast about for some new and, haply, more admired expedient, whereby he may circumvent and defraud his creditor?
