The extension of the free-delivery service as suggested by the Postmaster-General has heretofore received my sanction, and it is to be hoped a suitable enactment may soon be agreed upon. The request for an appropriation sufficient to enable the general inspection of fourth-class offices has my approbation.
Berry borrowed our map to see if there were a direct road over Gotch mountain, and suggested that Jan might get a horse and ride over to see. Alas, only a fourth-class road was marked, and heaven knows what that may be like: lots of country and choose for yourself probably.
A trial, during the past three years, of the system of classifying fourth-class postmasters in that part of the country lying between the Mississippi River on the west, Canada on the north, the Atlantic Ocean on the east, and Mason and Dixon's line on the south has been sufficiently satisfactory to justify the postal authorities in recommending the extension of the order to include all the fourth-class postmasters in the country.
A first-class ticket in Germany is taxed 16 per cent. on the price of the ticket; a second-class ticket, 8 per cent.; a third-class ticket, 4 per cent.; the fourth-class ticket, nothing. Crowded and uncomfortable travelling in Germany is cheap; comfortable travelling in Germany is very dear indeed.

I "hus'led" out with a lot of hand-bills, which I scattered over the town, and returned to the hotel to await results.
But this, while unnecessary as a precaution against crowding or interference from their numerous Russian fellow-passengers, rendered them more conspicuous; and even this was not sufficient to make the instinctively courteous Russians stare at or notice them. The fourth-class passengers were on the lower deck.
There was something in the sound of this question which conveyed to her that he regarded her standing in an examination largely as a matter of luck. Janet felt an instant approval of this philosophy of the matter. "Third-class," she answered. "Well, that's better than fourth-class," he remarked. "Oh but there is no fourth-class," exclaimed Janet.
Although I became so weak that I felt as if I must drop, I buoyed up my flagging spirits and drooping body by the thought that I should soon meet and enjoy the company of K . But I was aboard a fourth-class train and it appeared to be grimly determined to set up a new record for slow-travelling even for Germany.
