Towards the close of the last century, Sir William Hunter termed population India's "fundamental problem," and continued: "The result of civilized rule in India has been to produce a strain on the food-producing powers of the country such as it had never before to bear.
It would seem as if, away back in the distance of ages, some numerous and civilized race had drained from the soil the last atom of food-producing constituents, and that it is now slowly gathering back, as the centuries pass, the elements that have been wrung from the land. Lower Georgia is very thinly settled. Much of the land is still in the hands of the Government.
Now, note this: the Horse makes up its waste by feeding, and its food is grass or oats, or perhaps other vegetable products; therefore, in the long run, the source of all this complex machinery lies in the vegetable kingdom. But where does the grass, or the oat, or any other plant, obtain this nourishing food-producing material?
The food-producing country was for the most part still possessed by the nobles; some by the ecclesiastics; but a portion, I do not know how large, was in the hands of peasant proprietors, of whom Sismondi gives this, to my mind, completely pleasant and satisfactory, though, to his, very painful, account:
