Our Cabinet officers and executives and the members of the Council of National Defense are likely to forget, in the excess of their patriotism and loyalty, that there is one edict higher than that of the greatest government in the world.
When such men are compelled to wait for others to accomplish things, they grow irritable, impatient, and lose control of themselves and, therefore, of the situation. They are not ideal executives and do not, as a general rule, rise to very high executive positions. They ought not to attempt to do executive work. There are others who are too easy-going to command men.
Both types are successful, but they are successful with different kinds of men. The employer who selects executives, therefore, needs to bear this in mind, and to select the right type of men to work under his various lieutenants. On the other hand, men who take executive positions should see that they secure for themselves the type of workers from whom they can secure results.
Why some men try to manage industrial plants regardless of the cardinal principles of progress of workers and the state. Why the ideal conditions for the workers and executives can only be found in an industrial establishment that can successfully compete with others.
We should also like to know what other physical characteristics these men had. Perhaps there were some which interfered seriously with their becoming successful as executives.
Where one community shall have natural political bonds with another, or in any respect form with several others a greater community, the circumscription affected will legislate through central committees and a direct vote of the citizenship. Executives and other officials will be but stewards.
