It had been one of the most cherished wishes of Ieyasu to follow the Fujiwara precedent by establishing conjugal relations between the Imperial family and the Tokugawa. But the ex-Emperor, Go-Yozei, turned a deaf ear to this proposal on the ground that a lady born in a military house had never been chosen consort of a sovereign. Ieyasu, however, did not abandon his purpose.
He had an inspiration and, turning to Pommel, he ordered: "Lieutenant, go get me the bust of the ex-emperor which is in the meeting room of the municipal council, and bring it here with a chair." The man presently reappeared, carrying on his right shoulder the plaster Bonaparte, and holding in his left hand a cane-seated chair.
The establishment is said to be calculated to accommodate 5000 men; but we found upon inquiry, that the number then actually maintained did not exceed 3600. The church of this establishment, is one of the most splendid in the capital. The ex-Emperor caused monuments to be erected here to Vauban and Turenne.
This suggestion pleased the ex-Emperor, so that from that time one or two of his suite came regularly every day to write to his dictation, and stayed to dinner. This, however, turned out to be a subpoena for Bonaparte as a witness at a trial in the Court of King's Bench; and, indeed, a person attempted to get on board the Bellerophon to serve the document; but he was foiled in his intention; though, had he succeeded, the subpoena would, in the situation wherein the ex-Emperor then stood, have been without avail.
Not until 1226, however, was he invested with the title of shogun, and in that interval of seven years a momentous chapter was added to the history of Japan. Affairs in the Imperial capital were ruled at that time by the ex-Emperor, Go-Toba. We have seen how, in 1198, he abdicated in favour of his eldest son, Tsuchimikado.
The Fujiwara had used the military leaders for their own ends; Kiyomori supplemented his military strength with Fujiwara methods. These steps were mere preludes to his ambitious programme. He married his wife's elder sister to the ex-Emperor, Go-Shirakawa, and the fruit of this union was a prince who subsequently ascended the throne as Takakura.
