It is such a hive that most of Hammond's friends gave up visiting him after discovering in what place he had secluded himself; but there he stays with his books and his camera, his pubs and his lightermen, Jews, Chinamen, sailors, and dock-labourers.
A mud-desert, chiefly inhabited by a tribe from whom employment has departed, or to whom it comes but fitfully and rarely. They are not skilled mechanics in any wise. They are but labourers, dock-labourers, water-side labourers, coal-porters, ballast-heavers, such-like hewers of wood and drawers of water. But they have come into existence, and they propagate their wretched race.
A test of physical fitness, such as was recently proposed as a qualification for admission to the Dock-labourers Union, will not, unless raised far above the average fitness of present members, limit the number of applicants to anything like the same extent as the test of workmanship in skilled industries. Neither could rules of apprenticeship act where the special skill required was very small.
There was hardly one pale face among the women bending over their sewing that did not flush with delight as she distributed her gifts. Soon, as the news spread down the alley, rougher faces peered in at window and door, and great "navvies" and dock-labourers put out their hard fists for a rosebud with the shyness and delight of schoolboys.
The majority of them were clearly artisans a spare, stooping, sharp-featured race. Here and there were a knot of stalwart dock-labourers, strongly marked out in physique from the watchmakers and the potters, or an occasional seaman out of work, ship-steward, boatswain, or what not, generally bronzed, quick-eyed, and comely, save where the film of excess had already deadened colour and expression.
Besides prowlers and idlers, we were mechanics, dock-labourers, costermongers, petty tradesmen, small clerks, milliners, stay-makers, shoe-binders, slop-workers, poor workers in a hundred highways and byways. Many of us on the whole, the majority were not at all clean, and not at all choice in our lives or conversation.
Yet, even during the dock-labourers' strike in 1887, relief money had to be spent for fighting before the Courts for the right of picketing, while the prosecutions of the last few years menace once more to render the conquered rights illusory.
But the patrician had filled too great a place in the old social order to stoop easily to the new. He remained camped as before in his island-refuge, among a crowd of dependents, his fishermen, his dock-labourers. Throughout the long ages which followed, this original form of Venetian society remained unchanged. The populace of dependents never grew into a people.
The chief difficulty in the distribution of supplies was the shortage of labour, for the advance had been so rapid that it had quite outdistanced the administrative branches of the service. Half a dozen R.A.S.C. clerks and a small party of the Egyptian Labour Corps, assisted by the "Camels," toiled night and day at the docks: we were dock-labourers, stevedores, and transport all in one.
These factors probably explain the comparative frequency of aneurysm in those who follow such arduous occupations as soldiers, sailors, dock-labourers, and navvies. In these classes the condition usually manifests itself between the ages of thirty and fifty that is, when the vessels are beginning to degenerate, although the heart is still vigorous and the men are hard at work.
