This is a fruitful subject for discourse or reflection at distributions of prizes.
His valuation of the property was $47,000, exclusive of land and church property, besides $10,000 distributed to the Indians. There were no subsequent distributions, yet the property disappeared, for, in 1839, when Visitador Hartwell went to Santa Cruz, he found only about one-sixth of the live-stock of the inventory of four years before.
We find here on the surface, as we find everywhere in this comprehensive treatise, much apparent parade of division and subdivision, and the author appears to lay much stress upon this, and seems disposed to pride himself upon his dexterity in chopping up the subject as finely as possible, and keeping the parts quite clear of one another; and sometimes, in his distributions, putting those points the farthest apart which are the most nearly related, though not so far, that they cannot 'look towards each other, though it may be, as the other says, 'obliquely. He evidently depends very much on his arrangement, and seems, indeed, to be chiefly concerned about that, when he comes to the more critical parts of his subject.
This purpose was served, first of all, by introducing distributions of corn in the capital. The grain accruing to the state from the provincial tenths had already been frequently given away at nominal prices to the burgesses.
Missions, I regret to say, sometimes treat such free distributions as an advertising spectacle; but "it is of the very essence of charity that it should be private," and advertising, on the other hand, presupposes publicity.
The following statistics of the annual consumption of meat by Paris will give some idea of the difficulty of revictualling it: oxen, 156,680; bulls, 66,028; cows, 31,095; calves, 120,275; sheep, 916,388. Meat is now distributed every three days. I hear that on the present scale of rationing there is enough for five more distributions.
On August 8th of the same year the officers themselves wrote: " ... The last smeltings have produced little gold. Many Indians have died from disease caused by the hurricane as well as from want of food...." To readjust the proportion of Indians according to the position or other claims of each individual, new distributions were resorted to.
Having settled all these distributions, he left the different deeds signed and sealed with the secretary of the royal audience, with strict injunctions that they should not be opened until eight days after his departure.
It was these first distributions, made in 1509-'10, which led to the rebellion of the Indians and the distributions that followed: Indians To the general treasurer, Pasamonte, a man described by Acosta as malevolent, insolent, deceitful, and sordid...... 300 To Juan Ponce de Leon...................................... 200 To Christopher Soto Mayor ...............................100
Two of these causes were the dying out of municipal liberty and self-government, and the separation of the upper class from the masses by sharp distributions of wealth and privilege.
