How are they to be understood by the masters of finance, if only the masters of finance are consulted? That is what I mean when I say, "Bring the government back to the people." I do not mean anything demagogic; I do not mean to talk as if we wanted a great mass of men to rush in and destroy something. That is not the idea.

It was no easy matter to manage equally the organization of the Consular Government and the no less important affairs abroad; and it was very important to the interests of the First Consul to intimate to foreign powers, while at the same time he assured himself against the return of the Bourbons, that the system which he proposed to adopt was a system of order and regeneration, unlike either the demagogic violence of the Convention or the imbecile artifice of the Directory.

These examples bring me to the objection that will be raised to MINORITIES VERSUS MAJORITIES. No doubt, I shall be excommunicated as an enemy of the people, because I repudiate the mass as a creative factor. I shall prefer that rather than be guilty of the demagogic platitudes so commonly in vogue as a bait for the people.

To try to deal with them in an intemperate, destructive, or demagogic spirit would, in all probability, mean that nothing whatever would be accomplished, and, with absolute certainty, that if anything were accomplished it would be of a harmful nature.

The soul of it was one of the chief officers of the army, a man whose name had become a proverb in Rome for a true mob-orator, Gaius Flavius Fimbria, who, after having differed with his commander-in-chief, transferred the demagogic practices which he had begun in the Forum to the camp.

Wherever a mob can gather, there are still the dangers of the old demagogic vocabulary and rhetoric. The mob state of mind is lurking still in the excitable American temperament. The intellectual temptations of that temperament are revealed no less in our popular journalism. This journalism, it is needless to say, is extremely able, but it is reckless to the last degree.

Unfortunately, during the latter part of my term as President certain unwise and demagogic agitators in California, to show their disapproval of the Japanese coming into the State, adopted the very foolish procedure of trying to provide by law that the Japanese children should not be allowed to attend the schools with the white children, and offensive and injurious language was used in connection with the proposal.

McAdoo in particular alienated financial circles because of his apparent suspicion of banking interest, and both, by their appeals to laboring men, laid themselves open to the charge of demagogic tactics.

``There is a low demagogic instinct, writes M. Bourdeau, ``without any moral inspiration, which dreams of pulling humanity down to the lowest level, and for which any superiority, even of culture, is an offence to society. . . it is the sentiment of ignoble equality which animated the Jacobin butchers when they struck off the head of a Lavoisier or a Chenier.

Several acts of his even during his tribuneship are mentioned, which betray the very opposite of demagogic designs.
