To this the Northern majority of the delegates could not consent; they carried an amendment declaring merely that they would abide by any decision of the Supreme Court as to slavery. Thereupon the delegates, not indeed of the whole South but of all the cotton-growing States except Georgia, withdrew from the Convention.
The men of the free states in the north and west were beginning to say among themselves that they would no longer tolerate that terrible blot upon American freedom the enslavement of four million negroes in the cotton-growing south. James Garfield felt all his soul stirred within him by this great national problem the greatest that any modern nation has ever had to solve for itself.
We must add, that the quality of Mexican sugar is as good as the yield is enormous, and, were the cane-fields in our hands, it would be impious to doubt of there being a fall of a mill on the pound all the world over. So is it with Mexican cotton, which propagates itself, and is not raised annually from the seed, as in our cotton-growing States.
The cotton-growing States, with their single staple, are at the mercy of chance. India, Australia, nay, Africa herself, may cut the thread of their prosperity. Their population consists of two hostile races, and their bone and muscle, instead of being the partners, are the unwilling tools of their capital and intellect.
Yet it must be borne in mind that at the outset much of the political support necessary to secure appropriations for overland mail routes was derived from southern congressmen who were anxious for routes of communication with the West coast, especially if such routes ran through the Southwest and linked the cotton-growing states with California.
Washington to join a company of Tuskegee young men who were wanted to go to Africa for the purpose of experimenting in cotton-growing under the German Government. It was a call I could not resist. To grow one thousand bales of cotton a- year you require not only to possess an estate, machinery, tools, and other things necessary to carry on the cotton-growing business, but you must find a capital of twenty thousand pounds to buy the actual labourers by whom the plantation is to be worked; and therefore, as every gentleman will see at once, this great trade, to a large extent, was shut up in the hands of men who were required to be richer than would be necessary if slavery did not exist.
"Missouri is bounded on the north, by, by, Kansas, I guess." "Pshaw! he doesn't know his lesson! let me say it!" exclaimed Cousin Jack. "Missouri is bounded on the north by Kentucky, on the east by Alabama, on the south by New Jersey, and on the west by Philadelphia. It is a great cotton-growing state, and contains six million inhabitants, mostly Hoosiers."
It is therefore recommended that all matters pertaining to forest reserves, except those involving or pertaining to land titles, be consolidated in the Bureau of Forestry of the Department of Agriculture. The cotton-growing States have recently been invaded by a weevil that has done much damage and threatens the entire cotton industry.
