As suggested in a previous chapter, the consulates of the Central Powers were the hot-beds and clearing-houses for spies. The raid upon them by the French proved that this was true. The enforced departure of the German, Austrian, Bulgarian, and Turkish consuls added to the responsibilities of our own who has now to guard their interests. They will be efficiently served.

Grand places in the Cabinet, and foreign Missions, for the old Rebels of distinction, now Chiefs of the "Solid-Southern" Conspiracy, and for those other able Northern Democrats who had helped them, during or since the Rebellion; fat consulates abroad, for others of less degree; post-offices, without stint, for the lesser lights; all this, and more, must now come.

Then he thought of exchanging his consulship for one in southern Europe, although the salaries of the more southern consulates were hardly sufficient to support a married man. Then he thought of exchanging places with O'Sullivan, but he hardly knew languages well enough for an ambassador. The doctors, however, had advised Mrs.

In the two consulates that were spared many lives were preserved, but it is said that "no fewer than six thousand unoffending Christians ... were thus murdered in Damascus alone," and "the whole number of the Christians who perished in these days of terror is estimated at fourteen thousand."

Being evidently a prudent man, he determined to seize the first opportunity for retreat from an impossible situation. How he raised enough money for the return voyage is not known. My Burmese acquaintance thought he must have applied to one of the Consulates, and that his university position would doubtless ensure his raising a loan.

This proposal at first, as might be expected, astonished the secretary, who had thought that a man at Cato's time of life was very unlikely to marry, and had never dreamed that his humble family would be allied with a house which could boast of consulates and triumphs; but as he saw that Cato was in earnest he gladly accepted his offer.

They are beginning already to see that, under the process whereby men of easy virtue obtain offices from the general government, as the reward of treachery to free principles, the strength and vitality of the party are rapidly declining. To them, at least, democracy means something more than collectorships, consulates, and governmental contracts.

A limited number of Japanese youths might at the same time be educated in our own vernacular, and mutual benefits would result to both Governments. The importance of having our own citizens, competent and familiar with the language of Japan, to act as interpreters and in other capacities connected with the legation and the consulates in that country can not readily be overestimated.

For these reasons, immediately upon the passage of the bill making appropriations for the diplomatic and consular service for the present fiscal year, instructions were issued to the representatives of the United States at Bolivia, Ecuador, and Colombia, and to the consular officers for whom no appropriation had been made, to close their respective legations and consulates and cease from the performance of their duties; and in like manner steps were immediately taken to substitute charge's d'affaires for ministers resident in Portugal, Denmark, Greece, Switzerland, and Paraguay.

There is too much of this self-sufficiency and off-handedness in all Consulates in the Levant, where a grain of authority is apt at once to magnify a man, in his own estimation, into a mighty potentate. I regret my Jerbine captain very much; he originally volunteered to accompany us, and entered into my plans with an enthusiasm and intelligence rare among Muslims.
