The land as we neared Cong, between Cong and Lough Mask, as seen from the rather roundabout road we travelled, has a very peculiar appearance. It is stony with a very different stoniness from any part of Ireland which I had seen before. In some places the earth, as far as the eye could reach, was literally crusted with stone.

In Cong, the corn mill standing idle and falling to ruin, was the last mill which I had observed. This was one reason of my noticing this mill, which was busily working. When we came where the road lay along the shore, Mr. Bellingham stopped the carriage that I might see the salmon fishers hauling in their nets. This salmon fishery is very valuable.

Hunter was full of his own news; and, as he told it, very dreadful the story was. "There has been a murder worse than any that have happened yet, just the other side of the lake," and he pointed away to the mountains, and to that part of Lough Corrib which is just above Cong. "Another murder?" said Edith. "Oh, miss, no other murder ever told of had any horror in it equal to this!

Crampton, same date, to same effect. H. Ex. Doc. No. 93, Thirty-third Cong., Second Sess., p. 3. Mr. Soulé to Mr. Marcy, November 10, and December 23, 1853, and January 20, 1854. The correspondence relating to the Black Warrior case and to the Ostend conference is contained in H. Ex. Doc. No. 93, Thirty-third Cong., Second Sess. Sen. Report No. 351, Thirty-fifth Cong., Second Sess., Vol. Sen. Ex.

Madison in the Congress of '89, an extract from which has been given on a preceding page, lays down the same principle; that though any matter "may be a local affair, yet if it involves national EXPENSE OR SAFETY, it becomes of concern to every part of the union, and is a proper subject for the consideration of those charged with the general administration of the government." Cong.

"Here, you Swart and Cong!" exclaimed Arend, when he discovered that the chief was no longer in the camp, "see if any of the horses are missing. It is just possible we have been tricked by a false tale and robbed into the bargain." "By whom?" asked Groot Willem. "By your friend, the chief. He has stolen himself away, if nothing else."

Humiliating as was this local conspiracy to plant servitude in Kansas, a more aggressive political movement to nationalize slavery in all the Union was about to eclipse it. Shannon, proclamation, June 4, 1856. Senate Ex. Doc., 3d Sess. 34th Cong. Vol. III., p. 47. Jefferson Davis, Secretary of War, to General Smith, Sept. 3, 1856. Senate Ex. Doc., 3d Sess. 34th Cong. Vol. III., p. 29.

They next made application to the marshal, who tauntingly replied that he could not rely on their pledges, and must take the liberty to execute his process in his own time and manner. Senate Ex. Doc., No. 10, 3d Sess. 34th Cong. Vol. Ten days were consumed in these negotiations; but the spirit of vengeance refused to yield.

No. 54, p. 694, Thirty-seventh Cong., Third Sess. H. Ex. Doc. No. 54, p. 530, Thirty-seventh Cong., Third Sess. Sen. Ex. Doc. No. 11, pp. 254-268, Thirty-eighth Cong., First Sess. Seward to Motley, Sept. 11, 1863, Dipl. Corr., 1863; Sen. Ex. Doc. No. 11, p. 479, Thirty-eighth Cong., First Sess. Sen. Ex. Doc. No. 11, p. 464, Thirty-eighth Cong., First Sess. Dayton to Seward, Oct. 9, 1863, Sen. Ex.

I have been nearly five months in Ireland, travelling about almost constantly, and as yet have only seen three persons who were protected by police, two men and one woman. I decided to leave Cong, and after studying on the map the nearest way to Castle Bellingham, determined to take that way. Left Cong in the early morning to sail down Lough Corrib to Galway.
