Various methods are therefore adopted for giving the victory to Government candidates. In the first place, the voting is by show of hands, so that all who vote against the Government are marked men. In the second place, no candidate who is not a Communist can have any printing done, the printing works being all in the hands of the State.
I think it is plain that for the purpose of facing these new and infamous modern facts, we cannot, with any safety, depend on any of the old nineteenth century names; Socialist, or Communist, or Radical, or Liberal, or Labour. They are all honourable names; they all stand, or stood, for things in which we may still believe; we can still apply them to other problems; but not to this one.
People everywhere are coming to realize that what is involved is material well-being, human dignity, and the right to believe in and worship God. I state these differences, not to draw issues of belief as such, but because the actions resulting from the Communist philosophy are a threat to the efforts of free nations to bring about world recovery and lasting peace.
Do not be deceived by the strong face, the look of monolithic power that the communist dictators wear before the outside world. Remember their power has no basis in consent. Remember they are so afraid of the free world's ideas and ways of life, they do not dare to let their people know about them.
If the present bombardment and harassment of Quemoy should be converted into a major assault, with which the local defenders could not cope, then we would be compelled to face precisely the situation that Congress visualized in 1955. I have repeatedly sought to make clear our position in this matter so that there would not be danger of Communist miscalculation.
The question to what extent we may acquiesce in the continuance of a low order of human beings, existing for our enjoyment rather than for their own, may be answered with plausibility in very different tones; from the Communist who cannot rest content in the inferiority of any one man's position to any other's, to the philosopher who holds that mankind has made the most eminent progress when a few chosen individuals have been supported in easy brilliancy by a population of serfs or slaves.
These and similar facts make many people believe that he has very advanced ideas, and one old gentleman habitually calls him half in joke and half in earnest "our friend the communist." In reality Alexander Ivan'itch has nothing of the communist about him.
But they differ, as far as I can make out, from the orthodox Russian communist in this respect: The communist proposes to establish equality by force of the dictatorship of the proletariat, believing that if once people were equalized both in income and in service, they would then lose the incentives to aggression.
But it is also a world of great man-made uniformities, a world that bleeds its population white to build huge military forces; a world in which the police are everywhere and their authority unlimited; a world where terror and slavery are deliberately administered both as instruments of government and as means of production; a world where all effective social power is the state's monopoly yet the state itself is the creature of the communist tyrants.
As Sergei Kamenev, the Commander-in-Chief, and not a Communist, said to me, "I have not looked on the civil war as on a struggle between two political ideas, for the Whites have no definite idea. I have considered it simply as a struggle between the Russian Government and a number of mutineers."
