In France it means about the same thing as a communist, when one uses plain language. When one uses the language of Monsieur Dramont, it means a Jew. In England a socialist is equal to a French conservative republican. In America it means a thief.
In fact, along this current of Individualism, we find in all modern history a tendency, on the one hand to retain all that remains of the partial Communism of antiquity, and, on the other, to establish the Communist principle in the thousand developments of modern life.
There is no other civilized country where capitalism is so strong and revolutionary Socialism so weak as in America. At the present moment, therefore, though it is by no means impossible that Communist revolutions may occur all over the Continent, it is nearly certain that they cannot be successful in any real sense.
One senses the tragedy that affects well-known scholars, writers and poets, who must degrade themselves, their work, their past and their families in order to survive. They may hope for comprehension of their actions, but nonetheless they must suffer shame. Will the present government change the minds of these men and eradicate their feelings? Communist China has made great progress, no doubt.
I especially call to the attention of the Congress amendments dealing with the right of economic strikers to vote in representation elections and the need for equalizing the obligation under the Act to file disclaimers of Communist affiliation.
There are no habits of man more alien to the doctrine of the Communist than those of the collector, and there is no collector, not even that basest of them all, the Belial of his tribe, the man who collects money, whose love of private property is intenser, whose sense of the joys of ownership is keener than the book-collector's. Mr.
Now the main effort in Russia to-day, the struggle which absorbs the chief attention of all but the few Communist Churchills and Communist Millerands who, blind to all else, demand an immediate pitched battle over the prostrate body of civilization, is directed to finding a way for Russia herself out of the crisis, the severity of which can hardly be realized by people who have not visited the country again and again, and to bringing her as quickly as possible into a state in which she can export her raw materials and import the manufactured goods of which she stands in need.
Surely those of us who stay at home should be glad to help indirectly; by supporting our aid programs; .by opening our doors to foreign visitors and diplomats and students; and by proving, day by day, by deed as well as word, that we are a just and generous people. Third, what comfort can we take from the increasing strains and tensions within the Communist bloc?
Our men are fighting, alongside their United Nations allies, because they know, as we do, that the aggression in Korea is part of the attempt of the Russian Communist dictatorship to take over the world, step by step. Our men are fighting a long way from home, but they are fighting for our lives and our liberties.
Consequently, the questions which really agitate the members, the actual cleavages inside that Communist majority, are comparatively invisible at a Trades Union Congress.
