Early in the war the Germans announced that they would not recognize the Gardes civique as combatants, and that any of them who were captured while fighting would meet with the same fate as armed civilians. This drastic ruling resulted in many amusing episodes.
It could only be compared with that of the Garde Civique of Belgium, and with neither the Swiss Rifle Corps nor our own Volunteers. Curiously enough, there is, however, an offshoot of the Schutterij based also on the old organization of an ancient guild called the "Sharpshooters."
When I was challenged by a Garde civique I was always a little nervous, and wasted no time whatever in jamming on the brakes, because the poor fellows were nearly always excited and handled their rifles in a fashion which was far from being reassuring.
The latter are each 20 squadrons and 2 batteries strong; each of the army divisions consists nominally of 17 battalions infantry, 1 squadron, 12 batteries, and 1 section engineers. In addition there is a garrison army of 80,000, which can be strengthened by the garde civique, Antwerp forms the chief military base, and may be regarded as a very strong fortress.
As we sped through the level lanes of poplars, challenged as usual by every Belgian regular or Garde Civique who could boast a uniform, the smooth green meadows of Flanders with their trim hamlets of stucco and tile seemed to deny the reports of savagery we had heard the night before. We had been told, and we had read, of German atrocities, and we had talked with survivors of Louvain.
In the immediate vicinity of Antwerp the sentries were soldiers of the regular army and understood a sentry's duties, but in the outlying districts, particularly between Ostend and Ghent, the roads were patrolled by members of the Garde civique, all of whom seemed imbued with the idea that the safety of the nation depended upon their vigilance, which was a very commendable and proper attitude indeed.
Near a pile of discarded uniforms of the garde civique, I saw what was left of the figure of a man with his insides oozing out, his eyes still open, staring vacantly upwards, and all around him the horrible odor of decaying horses. These latter mainly carried shotguns and wore floppy blue caps and long blue blouses, which buttoned down their backs with big horn buttons, like little girls' pinafores.
It is composed of business and professional men whose chief duties, prior to the war, had been to show themselves on occasions of ceremony arrayed in gorgeous uniforms, which varied according to the province. The mounted division of the Antwerp Garde civique wore a green and scarlet uniform which resembled as closely as possible that of the Guides, the crack cavalry corps of the Belgian army.
