We did not plan parades, but wherever patriotic sentiment expressed itself through a parade we were in it. We circularized the voters in groups again and again lawyers, business men, farmers, etc., with literature adapted to each group. The Scholar Liang Chi Chao, spokesman of Chinese Liberalism, in an extraordinarily able message circularized the provinces in terms summarizing everything of importance.
It was introduced in the Senate January 7, by David J. Reinhardt; in the House by Albert I. Swan. The members had been previously circularized by the corresponding secretary, Miss Mary R. de Vou, announcing this action in the spirit of the age, in the name of justice and democracy and for the credit of the State.
