The elections of magistrates certainly belonged by right to the government proper of the state; but, as at this period the state was administered substantially by extraordinary magistrates or by men wholly without title, and even the supreme ordinary magistrates, if they belonged to the anti-monarchical party, were not able in any tangible way to influence the state-machinery, the ordinary magistrates sank more and more into mere puppets as, in fact, even those of them who were most disposed to opposition described themselves frankly and with entire justice as powerless ciphers and their elections therefore sank into mere demonstrations.
Though I loved my sister-in-law and my nephews, I could not see them without fear, nor could my royal mistress be at ease with them, or in the midst of such distressing indications as perpetually intruded upon her, even beneath my roof, of the spirit which animated the great body of the people for the propagation of anti-monarchical principles.
All anti-monarchical parts of scripture have been very smoothly glossed over in monarchical governments, but they undoubtedly merit the attention of countries which have their governments yet to form. But I am a thorough republican, regarding our own English form of government as the most purely republican that I know, and as such I have a close and warm sympathy with those Transatlantic anti-monarchical republicans who are endeavoring to prove to the world that they have at length founded a political Utopia. I for one do not grudge them all the good they can do, all the honor they can win.
Certain 'anti-monarchical traders' from Boston and evil-intentioned French inhabitants had represented in these districts that the governor had no authority in the land, and no power to administer oaths. No oath would these Acadians take but to their own Bon Roy de France. They promised, however, to pay all the rights and dues which the British demanded.
Every one has heard of the Club, or rather the Confederacy, of the 'Kings'. This grand Alliance was formed a little after the Return of King 'Charles' the Second, and admitted into it Men of all Qualities and Professions, provided they agreed in this Sir-name of 'King', which, as they imagined, sufficiently declared the Owners of it to be altogether untainted with Republican and Anti-Monarchical Principles.
It sprang from a clear realization of the impossibility of harmonizing the new temper of the nation with the system of personal government which had done its work under the Tudors. With the republican and anti-monarchical theories indeed that Calvinism had begotten elsewhere, English Calvinism showed as yet no sort of sympathy.
But both these feeble signs of opposition by the majority of the senate and the ineffectual resistance of the minority show only the more clearly, that the government had now passed from the senate to the regents as it formerly passed from the burgesses to the senate; and that the senate was already not much more than a monarchical council of state employed also to absorb the anti-monarchical elements.
