Many officers who rendered the most distinguished service during the recent war with Spain have received in return no recognition from the Congress. The total area of public lands as given by the Secretary of the Interior is approximately 1,071,881,662 acres, of which 917,135,880 acres are undisposed of and 154,745,782 acres have been reserved for various purposes.

"The appropriations asked for by the Freedmen's Bureau, as already established, for the current year, amount," he said, "to $11,745,000; and it may be safely estimated that the cost to be incurred under the pending bill will require double that amount, more than any sum expended in any one year of the Administration of John Quincy Adams."

I will read what he says: "'It is estimated that the amount required for the expenditures of the bureau for the fiscal year commencing January, 1866, will be $11,745,050.

The report of the commissioner of labor for the State of Massachusetts shows that 3,745 industries in that State paid $129,416,248 in wages during the year 1891, against $126,030,303 in 1890, an increase of $3,335,945, and that there was an increase of $9,932,490 in the amount of capital and of 7,346 in the number of persons employed in the same period.

Under these circumstances it is proposed to consider in detail only the Babylonian and Syrian expeditions, and to dismiss the others with a few general remarks on the results which were accomplished by them. Tiglath-Pileser's expeditions against Babylon were in his first and in his fifteenth years, B.C. 745 and 731.

The exports of domestic silver bullion from this country, which had averaged for the last ten years over $17,000,000, fell in the last fiscal year to $13,797,391, while for the first time in recent years the imports of silver into this country exceeded the exports by the sum of $2,745,365. In the previous year the net exports of silver from the United States amounted to $8,545,455.
