The science of taxation consists in raising the largest obtainable amount of needed revenue in the most equitable manner, with the least economic disturbance and, as far as possible, with the effect of promoting thrift. The House Bill proposes to raise from income, excess or war profit and inheritance taxes $5,686,000,000 out of an estimated total of $8,182,000,000.

In 1892 Belfast spent £8,000 on a public park Government providing for this matter in Dublin £5,686 on public libraries, and £4,100 on baths and workhouses, against £1,217 and £1,627 for like purposes in Dublin.

At its close 198,686 names were on the pension rolls. The labors of the Pension Office have been directed to the severe scrutiny of the evidence submitted in favor of new claims and to the discovery of fictitious claims which have been heretofore allowed.
