I need only refer to the bloody, exhausting war of 1877-8, and to the disastrous peace of San Stefano, where England's intrigues deprived us of the price of our victory over the Crescent. I refer, further, to the Crimean War, in which a small English and a large French army defeated us to the profit and advantage of England.

It is not too much to say, in summing up, that Russian influence, which had been growing stronger in Bulgaria up till 1877-8, has since been steadily on the decline; Germany and Austria-Hungary, who reduced Bulgaria to half the size that Count Ignatiyev had made it by the Treaty of San Stefano, reaped the benefit, especially the commercial benefit, of the war which Russia had waged.

Of these three spots, the Balkan is by far the most ominous. Russia as it has proved in 1877-8 has historical claims there which it is willing to back militarily. Many of the nations of the Balkan are far closer to Russia than to the West and tend to regard the latter with suspicion and hostility.

Bosnia and Herzegovina, formerly part of Turkey in Europe, were put under the military occupation and administrative rule of Austria after the Russo-Turkish war of 1877-8, and in 1908 were fully annexed by Austria, an act of spoliation which had its ultimate result in the assassination of Archduke Ferdinand in 1914, and may thus be considered the instigating agency in the 1914 war.

Bands of evangelists from the settlement frequently went up the coast in canoes to the Fort on Saturday to hold services on the Sunday, and their efforts received a manifest blessing. This virtue is seen more clearly in great national disasters which occasionally befall the country. The terrible famine of 1877-8 was the cause of the death of millions of people, and left scores of millions without house, food or clothing; they were driven forth as wanderers on the face of the earth without home, without hope. The Government does nothing whatever in these cases.
