And yet there are still quite a number of people who persist in stating that Bleriot was the first man to fly across the Channel! A study of the development of the helicopter principle was published in France in 1868, when the great French engineer Paucton produced his Theorie de la Vis d'Archimede.
Stanton's regaining his office, and of General Grant's surrendering it, were at the time subjects of bitter controversy. Unhappily I was involved, and must bear testimony. In all January, 1868, I was a member of a board ordered to compile a code of articles of war and army regulations, of which Major-General Sheridan and Brigadier-General C. C. Augur were associate members.
Nor does this scheme rest upon his authority alone. The Peace Commission of 1867 and 1868, consisting of Indian Commissioner Taylor, Senator Henderson, Gens. Sherman, Harney, Terry, and Augur, of the army, and Messrs. Sanborn and Tappan, concurred in the recommendation of two reservations for tribes east of the Rocky Mountains.
He made preparations; the army was reorganised, the numbers increased, and a new weapon introduced. At the same time he looked about for allies. Negotiations were carried on with Austria; in 1868 a meeting was arranged between the two Emperors; Beust, who was now Chancellor of the Austrian Empire, was anxious to make an attempt to overthrow the power of Prussia in Germany.
In 1868 I had published a little paper showing what I thought a fatal defect, a vicious circle in fact, in Hansen's reasoning on this subject. Not long before my visit, Delaunay had made this paper the basis of a communication to the French Academy of Sciences, in which he not only indorsed my views, but sought to show the extreme improbability of Hansen's theory on other grounds.
Eight expeditions sailed for the North Polar region between the years 1868 and 1870; several for the express purpose of reaching the Polar Sea, which, I have no doubt, will be attained, now that steam has given such power to penetrate the fields of floating ice.
Finally, an eight-hour bill for government employes was passed by the House in March 1867, and by the Senate in June 1868. On June 29, 1868, President Johnson signed it and it went into effect immediately. The result of the eight-hour law was not all that the friends of the bill hoped.
This was what happened in 1868; and if the party of Romero Robledo is what it represents itself to be and holds together, we may hope to see the reign of the young Alfonso XIII. open with good auguries this year , as it seems to be certain that he is to attain his majority two years in advance of the usual time.
The practical working of the plan, and the six further years of Federal supervision over the South, belong to another chapter. An episode in this story, though an important feature in a general history, must be the impeachment of President Johnson in the spring of 1868.
