This new Irish Department of State grew out of a demand formulated after long inquiry and discussion by a voluntary Irish committee representing both Unionist and Nationalist opinion. It was established in 1899, and now commands the large endowment of 197,000 pounds a year, with a capital sum of over 200,000 pounds.
Of this Act, which involved not merely the creation of new popular Authorities, but also an entire re-arrangement of local taxation, and some important changes in the system of poor relief, I will only say here that it must be counted as another of the great remedial measures which Ireland owes to the Unionist Party, and which it would have been difficult, if not impossible, to carry out in a satisfactory manner without assistance on a generous scale from the ample resources of the Imperial Exchequer.
Whether through conviction or otherwise, his allegiance appears to have been promptly and permanently transferred to the Unionist Party, but even then he was in no sense regarded as an Ulster Member he is himself a Southern Irishman by birth and in the House of Commons comported himself as a good Unionist, holding office as such.

As regards the best methods of propagating Sinn Fein, the writer lays stress upon "example being better than precept," and then he remarks: "If the average professing Nationalist had been a perceptibly finer character than the average professing Unionist during the last half-century, all the noble men and women in Ireland would by the law of their natures have been attracted to the national banner."
In Kentucky, further west, the Governor endeavoured to hold the field for the South with a body known as the State Guard, while Unionist leaders among the people were raising volunteer regiments for the North. Nothing, however, was determined by fighting between these forces.
Asquith's invitation, but pointed out that there were only three alternatives open to the Government. If someone less experienced or more hopeful came along with plans for including or for helping women, the veteran trade unionist had too often a number of facts to bring forward, the bald accuracy of which was not to be disputed, of how in his own trade the women were scabbing on the men by working for a lower wage, or that they were so indifferent about the meetings, or worse still, how that women's local did so fine during the strike, and then just went to pieces, and now there wasn't any local at all.
