He was ardently in favor of war with Great Britain because of the impressment of American seamen and other grievances which the United States had borne for years, but there seemed to be little likelihood of his getting a chance to play a part in the war if it should come. Soon after the receipt of the instructions, in March, 1804, the comparatively friendly administration of Addington gave way to that of Pitt; and upon this had followed Monroe's nine-months absence in Spain. In two particulars was Great Britain offending and France not. The racial differences between French and American seamen were too conspicuous to countenance impressment into the navy of Napoleon. No injuries at the hands of France bore any similarity to the Chesapeake outrage. Nor did France menace the frontier and the frontier folk of the United States by collusion with the Indians.
Those two hateful words, assassination and invasion, acted like a spell. No impressment was necessary. The seamen came forth from their hiding places by thousands to man the fleet. Only three days after the King had appealed to the nation, Russell sailed out of the Thames with one great squadron. Another was ready for action at Spithead.
Early in 1863 the Confederate Government presented to the country a program in which the main features were three. Though the Impressment Act subsequently made vast trouble for the Government, at the time of its passage its beneficial effects were not denied. To it was attributed by the Richmond Whig the rapid fall of prices in April, 1863.
The nearest approach to a settlement was a convention proposed in 1803, and which had come to the point of signature, when it was broken off in consequence of the British government insisting that the narrow seas should be expressly excepted out of the sphere over which the contemplated stipulation against impressment should extend.
