While in this way the shortening of Caesar's governorship was only aimed at indirectly, the regulations issued at the same time as to the governorships sought the same object directly.

Emperors who coined money with the tongue of the informer and the sword of the executioner, were not likely to abstain from selling governorships; and, in fact, Seneca intimates that under bad emperors governorships were sold. Of course, the tyranny was felt most at Rome, where it was present; but when Caligula or Caracalla made a tour in the provinces, it was like the march of the pestilence.
As to administration in chief, the territories newly acquired by the governor of Narbonese Gaul remained for the time being united with the province of Narbo; it was not till Caesar gave up this office that two new governorships Gaul proper and Belgica were formed out of the territory which he conquered.
