Besides taxation, the principal source of revenue is from the sale of public lands. Federal taxes are of two kinds: 1. Customs duties. Excise or internal revenue duties. Of these, much the greater sum is raised from customs duties. For the year 1889, the total net receipts were $387,050,058. Of this $223,832,741 was derived from customs, and $130,894,434 from the internal revenue duties.

These measure 387 feet in length, are four stories in height, and each provides accommodation for 360 prisoners. The three western ones are for men, that on the east for women. On the male side one "hall" is reserved for convicts doing their months of solitary confinement before passing on elsewhere. The men are employed as masons, carpenters, etc., the women in laundry and needle-work.

But it was not for nothing that the plebeian nobility had adopted the popular cause; it included the proposals in one single project of law, and after a long struggle it is said of eleven years the senate at length gave its consent and they passed in the year 387.
