The chief members were Basel, Colmar, Mulhouse, Schlestadt, and two dioceses, and it is referred to as the Basse-Union or the Lower Union, the purposes being to guarantee mutually the rights of the contracting parties, to meet for discussion on various questions, and, specifically, to help Mulhouse pay her debts.
The governor, however, saw no further need for gentle treatment or for respect to privileges. In Brisac, municipal elections were arbitrarily set aside, and officers appointed by the governor. The corporation was curtailed of power, and the burghers were forced to prepare to march against Mulhouse.
She thought that she had heard that the letters were detained some time at Remiremont before they went on to Epinal in one direction, and to Mulhouse in the other. She looked at the railway time-table which was hung up in one of the passages of the inn, and saw the hour of the departure of the diligence from Remiremont to catch the train at Mulhouse for Basle.
Thanks to the connections he had obscurely formed among the upper class of merchants in Besancon, he was starting a fortnightly paper, called the Eastern Review, with the help of forty shares of five hundred francs each, taken up by his first ten clients, on whom he had impressed the necessity for promoting the interests of Besancon, the town where the traffic should meet between Mulhouse and Lyons, and the chief centre between Mulhouse and Rhone.
Various conciliatory measures on his part had somewhat lessened immediate opposition to him, but, nevertheless, there were frequent conferences about affairs. Diets were almost continuous and there were strenuous efforts to raise money to free Mulhouse from her hampering financial embarrassments.
But of the left, of Belgium, there was silence. Such ideas as the Subaltern himself had on the strategical situation were but crude. The line of battle, he fancied, would stretch north and south, from Mülhouse to Liège. If it were true that Liège had fallen, he thought the left would rest successfully on Namur.
These things are trifling grievances, but, on the other hand, the Prussians have theirs also. Not even the officials of highest rank are received into any kind of society whatever. Mulhouse possesses a charming zoological garden, free to subscribers only, who have to be balloted for. Twenty years after the annexation not a single Prussian has ever been able to obtain access to this garden.
Even the very poorest contrive to show their intense patriotism. It is the rule of the German government to give twenty-five marks to any poor woman giving birth to twins. The wife of a French workman during my sojourn at Mulhouse had three sons at a birth, but though in very poor circumstances, refused to claim the donation.
In 1826, the year after his patent was taken out, he was sent for to Mulhouse, in Alsace, to design and arrange the machine establishment of Andre Koechlin and Co.; and in that and the two subsequent years he fairly set the works a-going, instructing the workmen in the manufacture of spinning-machinery, and thus contributing largely to the success of the French cotton manufacture.
But the young student soon devoted himself entirely to literature. His first essay, a tragedy, 'Le Siege de Missolonghi' , was a pronounced failure. Disheartened and disgusted he left Paris and established himself first as a lawyer in Morlaix. Then he became proprietor of a newspaper, and was afterward appointed a professor in Brest and in Mulhouse.
