Hagenbach had not followed up his threats of immediate war measures, but it was known that he had obtained imperial authorisation to assume the jurisdiction of Mulhouse, a step which her allies hoped to forestall by settling her debts.

I use the word intellectual advisedly, for, amongst other instances in point, I was assured that the book trade in Mulhouse had greatly declined since the annexation. The student class has diminished, many reading people have gone, and those who remain feel too uncertain about the future to accumulate libraries.

On account of a possible under-estimation of the enemy's strength, and of the completeness of his dispositions, the Allies found themselves, when the lines first clashed, in a more serious position than they probably anticipated. The enemy gained two initial successes that decided, past doubt, the fate of the battle which was now raging along the whole front from Mons to Mülhouse.

"It is by such means as these that we have combated Socialism," said M. Dollfus to me; and the gradual transformation of the workman into an owner of property, is but one of the numerous efforts made at Mulhouse to lighten, in so far as is practicable, the burden of toil. These pleasant avenues are very animated on Sundays, especially when a universal christening of babies is going on.

Its loss was not redeemed by the French offensive in Alsace and Lorraine. On 7 August a weak French force advanced through the Belfort gap and, finding still weaker forces to oppose it, proceeded to occupy Altkirch and Mulhouse, while a proclamation by General Joffre announced the approaching liberation of the provinces torn from France in 1870.

Meanwhile, the initial French offensive which had been launched in the region of the Vosges had resulted in the temporary capture of Mülhouse, and had then been abandoned in order to face the threatening disaster from the north.

He afterwards spent two years in his uncle's banking- house in Paris, prosecuting the study of mathematics in the evenings. Some of his relatives having established a small cotton- spinning factory at Mulhouse, young Heilmann was placed with Messrs. Tissot and Rey, at Paris, to learn the practice of that firm.

In close relation to this advanced line, but not directly concerned with the battles of the Marne, were the armies of the Bavarian Crown Prince, encamped in the plateau of the Woevre, engaged largely in the task of holding open the various lines of communication, while far to the south, in the vicinity of the much battered little town of Mulhouse, lay the remains of the decimated army or the Alsace campaigns under General von Heeringen.

After taking counsel, therefore, with his officers, Major Tempe decided to march more to the south; so as to assist to oppose the passage of the enemy west from Colmar, or Mulhouse, through the passes of the Vosges. The alarm was, however, but temporary for, having made requisitions as usual, the Prussians retired; and the corps returned to their old quarters.

Conspicuous among the pictures are portraits of Thiers and Gambetta, and a fine subject of De Neuville, representing one of those desperate battle-scenes of 1870-71 that still have such a painful hold on the minds of French people. It was withheld for some time, and had only been recently exhibited. The bombardment of Strasburg is also a popular subject in Mulhouse.
