In 1776 they petitioned North Carolina for "annexation." As they were already within North Carolina's bounds, it was recognition rather than annexation which they sought. This petition, which is the only Wataugan document to survive, is undated but marked as received in August, 1776.

All the indications are that up to their attack on Sumter, the Southern leaders hoped to effect separation through concession and compromise by the North. That hope, of course, disappeared with South Carolina's opening guns, and the Confederate government made what haste it could to meet the ordeal it dreaded even while it had provoked it.

There were two reasons for this growing hostility to protection on the part of the citizens of Calhoun's State; first the belief that as England was the largest purchaser of cotton, it was to South Carolina's best interest to have English goods brought in free; second the conviction that the tariff was a strictly sectional movement in the interest of the manufacturing North, as opposed to the South with her raw cotton and slave labour.
