The Third Estate, as elected in the winter of 1788-1789, was fortunate in possessing two very capable leaders, Mirabeau and Sieyes, both of whom belonged by office or birth to the upper classes, but who had gladly accepted election as deputies of the unprivileged classes.

The greatest mute among them all, Sieyes, denounced in the Jacobin Club, barely escapes, and through the protection of his shoemaker, who rises and exclaims: "That Sieyes! I know him. He don't meddle with politics. He does nothing but read his book. I make his shoes and will answer for him."
And yet, in his own solitary mind, relying entirely upon his own capacious resources, he studied the state of affairs and he matured his plans. Sieyes was the only one whose talents and influence Napoleon feared. The abbe also looked with apprehension upon his formidable rival. They stood aloof and eyed each other. Meeting at a dinner party, each was too proud to make advances.
In place of Sieyès' lists of notabilities, Bonaparte proposed a simpler plan. In the latter case only the 600 most wealthy men of the Department were eligible. An official or aristocratic tinge was to be imparted to these electoral colleges by the infusion of members selected by the First Consul from the members of the Legion of Honour.
