Shortly after this the commander of a Greek army corps in eastern Macedonia, acting under orders from King Constantine, surrendered his men to the Germans, along with all their artillery, stores, and the equipment which had been furnished to them by the French to defend themselves against the Germans! In the meantime, the Bulgarians had seized Kavala.

Though the Bulgarians had not forgiven the Greeks for anticipating them in the capture of Saloniki in the month of November, the rivalry between them in the following winter and spring had for its stage the territory between the Struma and the Mesta Rivers and especially the quadrilateral marked by Kavala and Orphani on the coast and Seres and Drama on the line of railway from Saloniki to Adrianople.

Mohammed Ali, the founder of the present Khedivial house of Egypt, had in his veins old Macedonian blood, and his views respecting marriage and domestic life, as well as the traditions of his family in his old home at Kavala, had much to do with the development of his character and his brilliant career; and hence neither he nor others like him in the Turkish Empire can be singled out to prove that a religion which looks upon woman as an inferior being to man is excellent in its tendencies and produces a noble fruitage.

This assignment of territory conquered from Turkey had the effect of shutting out Bulgaria from the Western Aegean; and the littoral left to Bulgaria between the Mesta River and the Turkish boundary has no harbor of any consequence but Dedeagach, which is much inferior to Kavala. The new Turkish boundary was arranged by negotiations between the Bulgarian and Ottoman governments.

On the 11th he had telegraphed to Athens, through the admiral of the British fleet: "The Fourth Greek Army Corps at Kavala wishes to surrender immediately to the British. The Bulgarians have threatened to bombard the city to-morrow."

At this time the fear was that Bulgaria, in revenge for 1913, would join the war on the side of the Germans and Turks and attack Greece in the rear. In order to keep peace with Bulgaria Venizelos was willing to give to her the port of Kavala, which Greece had cheated her out of at the close of the second Balkan war.

The police and civil authorities must remain at Kavala." Apparently the division that existed throughout the entire Greek population appeared among these Greek soldiers, for not all surrendered with their commander to the Germans; a large number withdrew and escaped to Thaos.

There now arose the cry in the press of all the Entente countries that the surrender of this force of Greek soldiers was only an act on the part of the Greek Government to assist the Germans, whom it planned to support actively when a propitious moment should come. In reply the Greek Government published the telegrams that it had exchanged with the Greek commander at Kavala.

So long, therefore, as the question of Kavala remains unsettled, Greece will not be able to put the preliminary problem of 'national consolidation' behind her, and enter upon the long-deferred chapter of 'internal development'. To accomplish once for all this vital transition, Venezelos is taking the helm again into his hands, and it is his evident intention to close the Greek account with Bulgaria just as Serbia and Rumania hope to close theirs with the same state by a bold territorial concession conditional upon adequate territorial compensation elsewhere.

At the close of the second war, when Bulgaria, attacked by five nations at once, had to make peace as best she could, the Greeks took advantage of her by insisting on taking, not only Salonika but also Kavala, which by all rights should have gone to the Bulgars.
