At the same time as these pourparlers were held with Elepoo at Woosung, Sir Henry Pottinger issued a proclamation to the Chinese stating what the British Government required to be done. In this document the equality of all nations as members of the same human family was pointed out, and the right to hold friendly intercourse insisted on as a matter of duty and common obligation.

For to admire an' for to see, For to be'old this world so wide. First off, Ling Foo, of Woosung Road, perhaps the most bewildered Chinaman in all Shanghai last April. The Blind Madonna flung him into a great game and immediately cast him out of it, giving him never an inkling of what the game was about and leaving him buffeted by the four winds of wonder.

After the capture of Chapoo and Woosung he sent back several officers and men who had at different times been taken prisoners by the Chinese, and he expressed at the same time the desire that the war should end. Sir Henry Pottinger's reply to this letter was to inquire if he was empowered by the emperor to negotiate.

Let us therefore consider first the railways and then the mines, before going on to other matters. In 1875 a short line was built by foreigners from Shanghai to Woosung, but the Central Government was so shocked that it caused it to be destroyed. In 1881 the first permanent railway was constructed, but not very much was accomplished until after the Japanese War of 1894-5.

But I am convinced that modern education is very quickly changing this state of affairs, which was connected with Confucianism and the family ethic. Many Chinese have been trained in business methods in America; there are Colleges of Commerce at Woosung and other places; and the patriotism of Young China has led men of the highest education to devote themselves to industrial development.

On the 13th of May 1843, Chapoo, a large town near the sea, was attacked and captured; and Woosung and Shanghai shared the same fate on the 16th and 19th of June, the greater part of the fighting on both occasions being performed by the seamen and marines of the fleet. We now come to the crowning victory of the British in China in this war.

It was a night for hand warmers little jigsawed brass receptacles filled with smoldering punk or charcoal, which you carried in your sleeves and hugged if you happened to be a Chinaman, as Ling Foo was. He was a merchant. He sold furs, curios, table linen, embroideries. His shop was out on the Woosung Road. He did not sit on his stool or in his alcove and wait for customers.

Shanghai is situated sixteen miles up the Woosung River, and while part of the force proceeded up the river another marched overland. Both columns arrived together, and the disheartened Chinese evacuated Shanghai after firing one or two random shots.

Will it be a great disappointment, or will its interest equal the expectations it raises? Probably before this letter is despatched to you, it will contain an answer more or less explicit to these questions. Sunday, November 14th. Six P.M. We have just dropped anchor, some eighty miles from Woosung. I wish that you had been with me on this evening's trip. You would have enjoyed it.

The exposed coffins and graves one has to gallop over from end to end of the hunt are not calculated to enhance one's pleasure; but perhaps one would in time get used even to them, though I doubt it. It was sad to see the roadway which had been prepared for the railroad from Woosung, at the mouth of the river, to this city, a distance of about twelve miles.
