But it did provide authority for three primary agencies of control: First, the licensing of all food manufacturers, jobbers, and wholesalers, and of retailers doing business of more than $100,000 annually, with the prescription of regulations which the licensees should observe; second, the purchase and sale of foodstuffs by the Government; and, third, the legal entering into agreements with food producers, manufacturers or distributors, which if made only between the members of these groups themselves would have been violations of the anti-trust laws.
While men are not compelled to meet drafts when presented, if the amount is due and he defaults or refuses to pay he injures his own credit. In refusing a just draft he is said to "dishonor" it. So sure are wholesalers that their drafts will be met by their distant debtors that they do not hesitate to draw against them when deposited for collection, regarding them as cash to their credit in bank.
There naturally developed then a pernicious collaboration between state officials and the wholesalers. The latter soon eliminated the small traders, so that they themselves secured all the profit; official support was secured by bribery. The state and the wholesalers alike were keenly interested in the prevention of tea smuggling, which was strictly prohibited.
In every town and city there is a multiplication of stores, advertising clerks, teams, and other incidentals. "Likewise there is a lot of middle men and drummers, the buyers at the producer's end, the wholesalers or middle men at the consumer's end, with speculator and landowner at both ends. All of these have to be supported by the system, and the dear consumer pays for it.
Many a man flares up under blame who "cools" down when he sees the justice of the criticism, and changes accordingly. A very striking example of this was noticeable during the Great War. The boycott against the Danbury, manufacturers began in July, 1902, and was widened to include the wholesalers who handled the goods of the Danbury concern, the dealers who bought from the wholesalers, and customers who bought from these dealers. Notices to this effect were printed in the official organs of the American Federation of Labor and the United Hatters of North America.
