We are not sure that any of the uniformities with which we are yet acquainted are ultimate laws; but we know that there must be ultimate laws; and that every resolution of a derivative law into more general laws brings us nearer to them.

But it is also a world of great man-made uniformities, a world that bleeds its population white to build huge military forces; a world in which the police are everywhere and their authority unlimited; a world where terror and slavery are deliberately administered both as instruments of government and as means of production; a world where all effective social power is the state's monopoly yet the state itself is the creature of the communist tyrants.

The evidence for the uniformity of nature is the accumulated evidence for all the separate uniformities. But, however much greater the quantity of evidence, the kind ever remains the same. There is no means by which we can demonstrate this uniformity. We can only make it probable.

Complex uniformities which, like this, are mere cases of simpler ones, and have, therefore, been virtually affirmed in affirming those, may with propriety be called laws, but can scarcely, in the strictness of scientific speech, be termed Laws of Nature.

Now among all those uniformities in the succession of phenomena, which common observation is sufficient to bring to light, there are very few which have any, even apparent, pretension to this rigorous indefeasibility: and of those few, one only has been found capable of completely sustaining it.

From these three uniformities we should be able to predict another uniformity, namely, the rise of the mercury in the Torricellian tube. This, in the stricter use of the phrase, is not a law of nature. It is a result of laws of nature. It is a case of each and every one of the three laws: and is the only occurrence by which they could all be fulfilled.

They felt no leanings towards the simple uniformities of Lyell and Darwin; they saw little proof of slight and imperceptible changes; to them, catastrophe was the law of change; they cared little for simplicity and much for complexity; but it was the complexity of Nature, not of New York or even of the Mississippi Valley.

If the whole prior state of the entire universe could again recur, it would again be followed by the present state. The question is, how to resolve this complex uniformity into the simpler uniformities which compose it, and assign to each portion of the vast antecedent the portion of the consequent which is attendant on it.

The simplest observation, without which the preservation of life would have been impossible, must have pointed out many uniformities in nature, many objects which, under given circumstances, acted exactly like one another: and whenever this was observed, men's natural and untutored faculties led them to form the similar objects into a class, and to think of them together: of which it was a natural consequence to refer effects, which were exactly alike, to a single will, rather than to a number of wills precisely accordant.

If the collocation varies, though the laws themselves remain the same, a totally different set of derivative uniformities may, and generally will, be the result. Even where the derivative uniformity is between different effects of the same cause, it will by no means obtain as universally as the law of the cause itself.
