Only seven thousand dollars of the available fund remained unexpended, and this was regarded as inadequate to complete the undertaking under any other plan. The friends of the enterprise were in despair, and for some time saw no other alternative than to apply to Congress for an additional appropriation.

The amount disbursed from that sum was $144,651,879.80, leaving a balance of $3,431,012.99 unexpended on the 30th of June, 1898, which was covered into the Treasury. There were 389 names added to the rolls during the year by special acts passed at the second session of the Fifty-fifth Congress, making a total of 6,486 pensioners by Congressional enactments since 1861.

To the balance of $32,860,030.05 of receipts over expenditures for the year 1894 should be added the estimated surplus at the beginning of the year, $20,992,377.03, and from this aggregate there must be deducted, as stated by the Secretary, about $44,000,000 of estimated unexpended appropriations.

On one side of him hangs his water-bottle, containing a quart of water, on the other, a haversack, occupied by his "iron ration" an emergency meal of the tinned variety, which must never on any account be opened except by order of the C.O. and such private effects as his smoking outfit and an entirely mythical item of refreshment officially known as "the unexpended portion of the day's ration."

Strictland returned to the Gustavus, gathered together not only everything which belonged to him, but every article of my property besides, not even excepting the garments I had thrown off on the morning of the hurricane. He took with him the money belonging to me which was still unexpended, and also what I regarded as far more valuable than the rest of my property my American protection.

When the senseless bodies of Leonard and Juanna had slid as far up the slope as the unexpended energy of their impetus would allow, naturally enough they began to move back again in accordance with the laws of gravity.

Too much excited to heed the recall just then sounded, a dozen or two of the Zouaves, remembering their unexpended ammunition, tried their hand for the time at bush-fighting, with more or less success. Some of them were shot down, but others succeeded in killing or capturing the peculiar fugitives of whom they started in chase.

And be it further enacted, That the commissioner shall have power to seize, hold, use, lease, or sell, all buildings and tenements, and any lands appertaining to the same, or otherwise, held under claim or title by the late so-called Confederate States, and any buildings or lands held in trust for the same by any person or persons, and to use the same or appropriate the proceeds derived therefrom to the education of the freed people; and whenever the bureau shall cease to exist, such of the late so-called Confederate States as shall have made provision for the education of their citizens, without distinction of color, shall receive the sum remaining unexpended of such sales or rentals, which shall be distributed among said States for educational purposes in proportion to their population.

A very large amount of the moneys granted at your last session accordingly remains unexpended; but as the work will be again resumed at the earliest moment in the coming spring, the balance of the existing appropriations, and in several cases which will be laid before you, with the proper estimates, further sums for the like objects, may be usefully expended during the next year.

The expenditures for all purposes were $19,235,483, leaving an unexpended balance in favor of the Department of $743,210, which can be applied toward the expenses of the Department for the current year. The increase of postal revenue, independent of specific appropriations, for the year 1867 over that of 1866 was $850,040.
