These men so love liberty that not even the Tsars dared interfere with their rights. The Cossack Guard lined up outside, while detachments of Russian infantry in English uniform occupied the platform. The Russian Tommies looked quite smart, and except for their long, narrow, triangular bayonets, might easily have been mistaken for English troops.

Nothing that the Black Hundreds of Russia under the tsars said of the Jews, in order to inflame the ignorant masses and inspire them to savage attacks upon the Jewish population, could have been worse than much of this propaganda. In many ways a Russian under the Tsars was far less interfered with than an Englishman or American or Australian. But the two diseases which are likely to be fatal to democracy are anarchy and corruption. A democratic government is almost necessarily weak and timid. A democracy cannot tolerate a strong executive for fear of seeing the control pass out of the hands of the mob.
All the other routes to the West traversed likewise the territory of rivals, who might at any time become avowed enemies. After Poland, Russia's most formidable rival was Sweden.
Her western neighbours, were like herself, animated with that tendency to national expansion which I have above described; and for a time it seemed doubtful who should ultimately possess the vast plains of Eastern Europe. The chief competitors were the Tsars of Moscow and the Kings of Poland, and the latter appeared to have the better chance.
