III. A Directory of Regicides. The Directory chosen among the regicides. It selects agents of its own species. Leading Jacobins are deprived of their civic rights. The Terrorists are set free and restored to their civic rights. Example at Blois of these releases and of the new administrative staff. Supreme authority is now once more in the hands of the revolutionary band.
I shall not discuss here the system of oppression which ruled, then, in our unhappy country; this is a matter of history; but I may say that however strong the colours used to paint the horrors of which these terrorists were capable, the picture will be less lurid than the reality.
Augustin Robespierre had quickly learned to see and hear with the eyes and ears of his Corsican friend, whose fidelity seemed assured by hatred of Paoli and by a desire to recover the family estates in his native island. Many are pleased to discuss the question of Buonaparte's attitude toward the Jacobin terrorists.
Wild ideas of flight crossed her mind, to be as instantly abandoned for their futility. Where could she go that they would not follow her? When she had reacted from her first shock she fell to pondering the matter, pro and con. What could they want of her? If she was an enemy to the country, so were they. But even that led nowhere, for after all, the Terrorists were not enemies to Livonia.
Pierre had been a footman in the household of unhappy Marie Antoinette. His crime had been that he remained loyal to her in words as well as in thought. A hot-headed but nobly outspoken harangue on behalf of the unfortunate queen, delivered in a public place, had at once marked him out to the spies of the Terrorists as suspect of intrigue against the safety of the Republic.
By sundown, when the Ithuriel left for the seat of war, the members of the Ring and those of the late Government who refused to acknowledge the Federation were lodged in prison, and news had been received from Montreal that the simultaneous rising of the Canadian Section had been completely successful, and that all the railways and arsenals and ships of war were in the hands of the Terrorists, so completing the capture of the North American continent.
Through these courageous and humane acts, they solace themselves for their scruples, at least partially and for the time being; moreover, they are statesmen only because the occasion and superior force makes it imperative, more led by others than leading, terrorists through accident and necessity, rather than through system and instinct.
This is a regime that has something to hide from the civilized world. States like these, and their terrorist allies, constitute an axis of evil, arming to threaten the peace of the world. By seeking weapons of mass destruction, these regimes pose a grave and growing danger. They could provide these arms to terrorists, giving them the means to match their hatred.
A third challenge is to keep the inexorable march of technology from giving terrorists and potentially hostile nations the means to undermine our defenses. The same advances that have shrunk cell phones to fit in the palms of our hands can also make weapons of terror easier to conceal and easier to use.
Barrere, Collot d'Herbois, Billaud Varennes, the remnant of the sanguinary administration of Robespierre, the terrorists who excited the people against the Convention, who pressed on the Thermidorists, and wanted to occupy their place, these were the ones who with their adherents and friends threatened the Convention and imperilled its existence.
