Talon, whose ambition and energy did much to set the colony in the saddle, was the first. François Bigot, the arch-plunderer of his monarch's funds, who did so much to bring the land to its downfall, was the last.
The royal agent Talon had written to his master: "This part of the French monarchy is destined to a grand future. All that I see around me points to it; and the colonies of foreign nations, so long settled on the seaboard, are trembling with fright in view of what his Majesty has accomplished here within the last seven years. Frontenac shared the spirit of the hour.
In 1666 he had prepared and submitted to Tracy and Courcelle a series of rules and enactments relating to various important matters, one of which was the administration of justice. Talon wished to simplify the procedure; to make justice speedy, accessible to all, and inexpensive.
This was a task calling for the earnest care and the most energetic activity of Tracy, Courcelle, and Talon. One of the first matters to receive their attention was the reorganization of the Canadian administration. We have seen that in 1663 the Sovereign Council had been created, to consist of the high officials of the colony and five councillors.
I stepped forward, my gun poised, but when I came to the heather the gun fell under my arm again, and I stood motionless in silent astonishment A dead hare lay on the ground, and on the hare stood a magnificent falcon, one talon buried in the creature's neck, the other planted firmly on its limp flank. But what astonished me, was not the mere sight of a falcon sitting upon its prey.
The children of one Talon, together with an Italian and a young man from Paris, named Breman, were saved by the Indian women, who carried them off on their backs. Ano de 1689, MS. This is the official journal of the expedition., signed by Alonzo de Leon. I am indebted to Colonel Thomas Aspinwall for the opportunity of examining it.
The advocate-general Talon, Madame de Motteville, and the Duchess de Nemours exculpate Anne of Austria on this head. They are three respectable and trustworthy witnesses; and, without any doubt, that which they said they thought. But the Duchess d'Orleans, Elizabeth-Charlotte, affirms in her correspondence that Anne of Austria had secretly married Cardinal Mazarin, who was not a priest.
Lon, Lon, Laridon.
"The colonies of foreign nations so long settled on the sea board," wrote the Intendant Talon in 1671, "are trembling with fright in view of what your Majesty has accomplished here in the last seven years."
For sixteen years Laval had been a great person in Canada, and Duchesneau had come to occupy the post which Talon had made almost more important than that of governor.
